Ms.
Phillips is a graduate of Murray State University, Murray, KY with a
Bachelor’s Degree in Business Administration and a Master’s Degree in
Public Administration.
Ms.
Phillips has a wide variety of experience in local government. Having
worked in local government for the past 13 years, she brought a
tremendous amount of experience to Johnstown. She has worked in the
areas of grant writing, housing redevelopment, planning and zoning,
land use analysis, historic architecture review, public administration,
solid waste management, street maintenance, facility maintenance, fleet
maintenance, parks and recreation, cemetery administration, downtown
revitalization and economic development.
Ms.
Phillips has also extended her experience by working with villages in
the country of Bulgaria. Bulgaria is located in Eastern Europe and is
petitioning to become a part of the European Union. In order to achieve
this goal, the Bulgarian government must participate and develop many
facets of municipal. Solid waste management is the area in which Sarah
has been able to assist in their efforts. She is recognized as a leader
in the Composting industry and is currently working with several
villages in Bulgaria to establish their solid waste planning through
composting programs and landfill reclamation.
Sarah
has received several awards including being named the Young Leader for
2002 by the American Public Works Association. She is a member of the
Johnstown Lions, serves on the Board of Directors for Hospice of
Central Ohio, serves Development Council for Licking Memorial Hospital
and the YMCA Western Branch Steering Committee.
